Health Exchange Vote Likely This Week

Bills sponsored by Governor O’Malley to establish a health benefit exchange will likely receive favorable votes from House and Senate committees this week.  The Governor’s staff has reached out to the Maryland Chamber and other stakeholders in developing amendments that would resolve concerns regarding the exchange.

It is likely that the bills will pass the committees with amendments that establish the governing structure of the exchange, but require further study and action by the General Assembly before the exchange could exercise powers, impose fees, approve policies, or undertake marketing.  Studies of these and other issues would need to be completed by December 2011. Further legislative action would need to be taken during the 2012 session of the General Assembly.
