Governor O’Malley’s staff briefed stakeholders this morning on suggested amendments to the administration’s Health Benefit Exchange Act of 2012 (SB 238/HB 443). Dozens of amendments had been offered by interested parties to alter aspects of the bill. The Chamber remains concerned that the bill (even with the administration’s proposed amendments) would allow the Exchange Board to selectively exclude certain qualified health insurance carriers from the Exchange in future years, and permit the Board to raise standards for health insurance plans above the federal requirements. The bills will quickly move to mark-up sessions in the Senate Finance and House Health and Government Operations committees. See the issues chart and the administration’s proposed amendments.
